I put query_time_warning = 500 in dbmail.conf under the DBMAIL section.
dbmail-util still gives me a warning. Do I need to restart anything?

You aren't really an end-user, though. You're somewhere in the middle.
This is a message from inside the mail system saying, "Hey, the client
might be experiencing slowness, and this is a possible symptom, so the
mail administrator is going to need to take a look at this."
You can adjust the query time escalation thresholds with the following
dbmail.conf options that take integer arguments (number of seconds):
[DBMAIL]
query_time_info
query_time_message
query_time_warning
These default to 10, 20, and 30 seconds, respectively. I think if you
just raise the warning time you'll be fine.

I added query timing code to 2.2.6 so that we can find out which of our
queries are still taking way too long. The longest default time is 30
seconds, which bumps the query up to the WARNING (level 2).
Because this dbmail-util query is issued by the sysadmin it's not
something we'd necessarily need to work about.
