avast! Anti-virus is the culprit. On a hunch I tested with my handheld and it worked fine. I turned it off and everything works.
telnet 208.88.4.232 143 * OK dbmail imap (protocol version 4r1) server 2.2.11 ready to run avast! has "mail shield" which turns off your email's SSL connection and then acts as a proxy (so it can scan for viruses). Because I used to use this email address on a different server (and it did have SSL configured), avast! has configured itself to use the secure connection and now won't let go.
