At least here in Europe, flu

In my part of Italy each year both flu vaccination and covid boosters
are available first to people at risk (iirc for age it's 60 or 65, but I
may be wrong, I'm quite sure it's lower than 75, however) and for people
who work in high risk environments, then after a few weeks it's provided
for free to anybody who asks

Similarly in Austria, I can get a yearly covid and flu shot for free, and the National Vaccination Board¹ still recommends it.

The position of the German Permanent Vaccination Committee² has been surprising me for years.
