After today's upgrade when udev conflicted with hotplug normal user can
no longer access digital camera.
This camera is canon powershot a70, it worked ok before upgrade. It is
not USB storage device.
According to archlinux howto, which I have found on internet (much more
places refers to hotplug+udev, than udev itself) I created
010.udev.camera.rules with the following content:

Please make sure there is sufficient quoting around the arguments.
