This needs to be fixed in gphoto, as I announced on the debian-devel
mailing list last month /etc/hotplug/usb/ is not supported anymore.
This is also documented in NEWS.Debian (if you track unstable I suggest
you install apt-listchanges).

This requires a kernel patch which is in 2.6.14 but is not in an Debian
kernel (and anyway should be handled by the gphoto2 package).
