do you mean libchipcard2 or libchipcard3?

The latter seems to have issues with the so-versions in libchipcard3-0
Other than that, I'd happily invite you to subscribe to
  [EMAIL PROTECTED]
and jump in as uploader/sponsor (Micha, who does a great job and did the
packages on alioth is still in NM).

As far as I can tell libchipcard3 is ready up to some things I sent to
the list the other day[1].
