My main complaint about the state of coreutils is with bug reports.
Upstream is very cooperative, so there's no reason why so many bugs are
left untriaged/unresolved. Putting more attention on bug reports would
probably help improving coreutils, both upstream and in Debian.

Sure. If I could magically update them all I would. I can't, and it
takes time. A lot of these bugs are really old, and the reasons why they were left open & wishlist (for example) have to do with the way the BTS worked a long time ago. You're right, it's probably not necessary to keep them open anymore. You're also probably right that various nifty new features of the BTS would help make all of this more manageable. Thus far, I have not received any offers to suggest how that might be done. I do have hope that a large number of bugs can be closed now that 6.10 is packaged, which will help bring the number down to something more manageable. Part of this is also a matter of perception, I think. There are a number of people who respond to coreutils bugs, and the fact that I don't add any commentary may simply indicate that I think that the previous responses were sufficient for the moment, not that I'm ignoring the bug. Stuff does end up falling through the cracks, though. The large number of old bugs is a big factor there, and it gets into a vicious cycle. I don't see any way to fix that other than by trying to get the count down.
