At least not without prior checking. Hum... imho stating "perl and rrdtool are not currently installed" does not necessarily mean that neither package is installed. This might be a somewhat mathematical interpretation though which not everybody would agree with. However, I cannot think of any better phrasing so suggestions are welcome. Using "either ... or" as suggested on debian-l10n-german imho isn't correct either as it does not cover the case that none of those packages is installed at all. Anyway, I'm not sure if this is worth a lengthy discussion. Even if a user (mis?)interprets this sentence, I'm pretty sure she will get the point and know what to do... Also I don't think it makes sense to elongate the message quite a bit just to be a 100% correct.
