I've a vague idea for d-i.debian.org/daily-images/, which involves the daily-build script in the repo, driven by https://buildd.debian.org/git/di-autobuild.git/ But I'm not entirely sure for the official images, I'd have assumed that they were the contents of debian-installer-images-VERSION_ARCH.tar.gz which is produced when building the installer source as a package (e.g with debuild or sbuild or whatever), iow they come from the buildds in the normal way binaries do for any package, but I don't know that for sure.
