I don't think this is a good idea. I'm thinking something like this
could work:

deb http://$MIRROR/debian stable main
deb-src http://$MIRROR/debian-source stable main

or (if you're on a minority architecture)

deb http://$MIRROR/debian-nybbles stable main
deb-src http://$MIRROR/debian-source stable main

with a requirement for mirror operators to always have debian-source if
they want to have either of debian-nybbles or plain 'debian'.

This doesn't address _all yet; but I guess it could be done in the same
way.
