It's not just because other distribution mechanisms exist though. Debian's stable release architecture, while very useful, simply does not play well with rapid-release software that has to keep pace with a rapidly changing ecosystem. Applications in that category will become difficult to use over time at best, and dreadfully insecure at worst.
I wanted to stress that because upstreams very often do not actually care much about the distributions and have the motivation of doing their own packages for umphteen distribution, and this frequently tuns out to be a nightmare for a person with a developer mindset.
I think that packaging is more a task that fits person with an operations mindset, understanding changes and stability more than a random developer might.
I have had developers ask me to package software and then proceeded to deprecate and pull support for released versions that had not even yet reached testing, and then bitched at me for releasing an "ancient, dangerous" (two months old) versio of their software.
