An argument could be made that a person making a copy available for other people to read under restricted circumstances is not distributing that copy. Note, however, that only when more than one person is involved is there any control or restriction. If there's only one person involved, or if there's a second person but no access to the GFDL'd document at any time, there is no reading or further copying to be controlled. Thus, "make or distribute" is appropriate -- because the sentence goes on to describe the contexts where control is significant. -- Raul
