Well, I don't see any reason why the AGPL wouldn't be legally enforceable. My point about community pressure was more aimed at free software projects that select the "wrong" licence: i.e. where the fact the AGPL is a legally-binding document is precisely the problem, because it is having an unnecessarily restrictive effect and thus putting people off using the software.
