I try to understand the technical background. Please correct me if I am wrong.

One can dreate the aclocal.m4 file automatically via

autoscan -> configure.ac and
aclocal  -> aclocal.m4

In that case the aclocal.m4 can be created in the Debian build process and the file of the upstream project is unnecessary and can be excluded in .orig.tar.[x|g]z.

But one can also generate or edit these files manually.

In that case you have an author and a licence is required.

And IMO "code injection" is then possible.

Are these thoughts correct?
