That aclocal.m4 a great file to not have in the Debian source code and
(as a consequence) in debian/copyright at all.  Generated 12.000 lines
of M4 code, what could possibly go wrong?

Other than that, I think your debian/copyright snippet is a great
example of how to deal with this if you can't avoid the file: list all
copyright holders and mention all involved licenses using AND clause.
