The other thing which makes it easier to keep /usr/share/sgml is that a lot of materials is both valid XML and SGML at the same time. I know of course a lot of the development of XML is going beyond SGML (namespaces, XML schemas, etc) but practically 98% of the document instancing stuff is both XML and SGML.
