Smells like exim is not running, nor inetd is starting it. Do you have
something like the
following in your inetd.conf:
#:MAIL: Mail, news and uucp services.
smtp stream tcp nowait mail /usr/sbin/tcpd /usr/sbin/exim
exim -bs
?
