If you only want to change the default window manager (and you have root access ;), you could also edit the /etc/X11/window-managers file. All users will use the first wm listed in that file, unless they have a .xsession to change it. IIRC, when you install some of the various window managers the postinst script offers to "make this window manager the default" by placing it first in that file. i don't recall if WindowMaker is one of them or not. When updating an already installed wm the postinst scripts (usually) don't make the offer again, only when installing new.
