This sounds bizarre. The only hit I find in the intratubes matching what you describe is here: http://crunchbang.org/forums/viewtopic.php?id=20271 which might be interpreted as "the browser is using slot 0, regardless of what the user chooses". I still can't quite believe that, but it might something to try. CAVEAT: I've no experience myself with that. I'm happy my browser is silent and definitely prefer other applications to play sound.
