Yes, there may be.  That depends on the type of mail (IE mail for employees 
vs. students vs. paid customers), along with location.

Yes, there is, which is why we do not recommend using the DELETE action.

If privacy is a concern, you could use the HOLD action, and not look at the 
mail (but keep it temporarily in case anyone has legitimate mail caught 
that they need to receive).

Correct.  The BOUNCE action doesn't work well where most of the mail caught 
is real spam (since very few spammers use a legitimate return address), but 
it works well for the "bozo tests" (where the mail server is sending 
legitimate mail, but is an open relay, or has something else broken that 
they should fix).
