Follow-up question: Is there any good or allowed reason to have BASE64
encoding in a message?
It is *very* common to use base64 encoding in E-mail. That's the standard way that file attachments are sent.

The key here is that there is no reason to send text/HTML segments using base64, which is what the BASE64 test looks for.
