That is correct.Things are starting to come together slowly now :)Correct me if I am wrong. Normally outgoing mail actions are specified in the Global.Config file. However, when using per domain settings it only looks at the actions in the $default$.JunkMail file for that domain.
Per-user settings always take priority (for all E-mail; incoming/outgoing/gatewayed), if they exist.
If there are no per-user settings, per-domain settings will be used if available (again, for all types of E-mail).
If there are no per-user or per-domain settings, that's when Declude JunkMail determines whether the recipient is local or remote; if it is a local recipient (incoming mail) then the \IMail\Declude\$default$.JunkMail file will be used; otherwise, the \IMail\Declude\global.cfg file will be used (for Declude JunkMail Pro).
