My suggestion is:
1.) Use SpamReview to review the hold messages
2.) Set up 2 weight actions (for example when you actually hold on 20
points)
    WEIGHT19 SUBJECT [spam%WEIGHT%] 
    WEIGHT20 HOLD

Note: Put a space char after the subject string to divide the original
subject and your [spamxx]

3.) Now you can sort all hold messages in SpamReview by their spam-weight
(sort by subject) The receptionist can now review only the messages between
20 and around 40 points. All above 200% of your hold weight should be really
spam and can be deleted (or in spamreview "move to hold") So you keep all
hold messages and can set a scheduled task that deletes regulary all hold
spam older then ~14 days.

With this solution we have to review only around 15% of our hold spam. The
rest can be deleted immediatly - we have never seen a false positive above
200% of our hold weight.

If you not want to manualy delete (or "move to hold") messages above 40
points you can also set up a third weight action "WEIGHT40 delete"

So I recommend not to delete based on word filter but over a certain weight.
The receptionist will love this solution and you can walk trough your office
and sing "we save one cent, we save one cent...  for every single spam we
hold"  ;-)
