You wrote of a process to compile a whitelist (implemented as negative weight on a blacklist). Does this process "walk" to all of the includes and their include, etc. to create the whitelist file?
Yes. It's designed to follow the "rules" of Web-o-Trust, and include/omit IPs as determined by your WOT file.
