Hmmm...so you're suggesting creating N/200 files with different sets of <200
WHITELIST TODOMAIN lines in them?  Good idea.

v1.66 added the WHITELISTFILE option.  Although it only allows the
WHITELIST FROM currently, that's all that about 99% of our customers seem
to need for the WHITELISTFILE option.
