Hmmm...so you're suggesting creating N/200 files with different sets of <200
WHITELIST TODOMAIN lines in them?  Good idea.

No. The WHITELIST command only works in the global.cfg file, and do not apply to the per-user/per-domain settings.


You can have, for example, a \IMail\Declude\$default$.JunkMail file with 5,000 REDIRECT commands in it, that would all point to \IMail\Declude\whitelistdomains.txt, which would use the IGNORE action for all tests.
