I would think long and hard before starting to whitelist IPs. It would be
advisable to sit down with the powers to be and come up with an enforceable
policy, then adjust the configuration for that policy.

Example, the company I used to work for once had a temp employee (for the
summer) that was involved in missionary work. He started sending out e-mails
related to that and tripped HOLD2. I adamantly told him he can not do that,
and that we can sit down with the boss to figure out what he needs to do, if
it is allowable using company resources, and is there a way it can be done
legitimately. We ended up setting up a list service for him to use.
