Well, All listed initial committers MUST file an ICLA to get a write access to the SVN repo. thats true, and I will follow up with other mentors to see how it is going.
*But*, current people who have this kind of access they can start working on the re-org and they *should* not be blocked by the rest. At least this is what I believe in.
