Steve, Never did anything like this, but my brother did a degree in Electrical Engineering and I helped him out a few times (guidance more than anything). Start with the interface to the PC from the equipment with the pulses - is it a serial interface, and if so get a Delphi component for serial communications. Then see if you are getting anything across the interface from the device and see if there is any information from the device manufacturer.
