How are you deploying it, using wise install?,

Are you using the BDE?

We've had problems with existing versions of BDE on the target machine, Wise
doesn't install bits that are already there so you tend to lose necessary
parts of your install.

To get around this we rename the folder that has the offending files in it
(usually it's a folder called ADAPI  or similar, just search for "BDE" to
find the offending item). Do our install, then rename the folder back to
what it was.

This may help you, then again it could be completely irrelevant, hopefully
the former
