I think it's more a 12/24 hour display option problem (again in regional settings), you problably need to set the display to HH:mm:ss - the capital H sets 24 hour time, hence midnight will be displayed as 00:00:00 in the TDateTimePicker. I don't know if there is a way around this "OS settings dependancy".
