Ok, according to Jeff Overcash the problem is that version 309 (the released
version) somehow had old source code compiled into it.

Version 308 has now been uploaded.  I was about to say that you can get that
from CodeCentral
http://community.borland.com/codecentral/1,1479,h|0,00.html, but it says
"the login server is down for maintenance".

Instead, get it from http://www.lstore.com/IBConsole308.zip or
http://www.interbase.com/open/downloads/ib_download.html,
