Let's not get confused between radioactivity and Electromagnetic Radiation. Yes, in the case of gamma rays, they are part of the same spectrum, but the effects are not quite the same. Prolonged exposure to gamma rays definitely causes cell damage. The effect of prolonged exposure to EMR is not fully known, however there is anecdotal evidence showing that it can be harmful. AFAIK, the radioactive material used in _some_ smoke detectors (the ionisation type, as opposed to optical) is usually Americium which emits alpha particles, not gamma rays. Therefore unless actually ingested into the body the radioactivity is not harmful, as alpha particles cannot penetrate the skin. Besides which, the amount used in each smoke detector of this type is quite small and is sealed inside.
