I've used a mixture of GraphicEx and Graphics32 for a Delphi screensaver I've written (http://gloss.ildica.com) which can handle most of those formats, plus high-quality resampling/resizing and saving, so yeah, it's possible.
IIRC I use GraphicEx for actually knowing how to load various image types and then assign the image to a Graphics32 object for resampling etc before saving. http://www.graphics32.org/wiki/ It's open-source, works well for me under D2007, dunno about any later versions. If you have specific questions about using it for resampling, drop me a line, and I'll look some code out.
