I've had both Delphi 5 and Delphi 7 running fine on Windows 7, so I expect Delphi 6 PE will run fine.
There are some things you have to do to get over UAC. The first article that explained what to do was this excellent one http://www.drbob42.com/examines/examin84.htm Although this was for Vista, the steps also apply to Windows 7 and 10 and the article covers pretty much everything you need to do. I now have Delphi 7 running fine with Windows 10, by the way. There is a lot of advice out on the web on how to get it all running.
