I've had both Delphi 5 and Delphi 7 running fine on Windows 7, so I expect
Delphi 6 PE will run fine.
There are some things you have to do to get over UAC. The first article that
explained what to do was this excellent one

the steps also apply to Windows 7 and 10 and the article covers pretty much
everything you need to do.
I now have Delphi 7 running fine with Windows 10, by the way.
There is a lot of advice out on the web on how to get it all running.

Folks,
On the Win-10 system here I have Delphi 4, 5 and 2009 running. They are
/all/ installed outside the C:\Program Files\ tree.
I run Delphi 2009 as I've seen no reason to upgrade. Don't do database,
don't write "apps" for iOS or Android (likely not enough profit in the small
sales to a specialised market, and I am now semi-retired).
