You would be surprised at the number of people who would disagree with you. In fact pretty much anyone who believes in class ownership (which is even pretty fundamental to some agile processes like FDD) think that what you are asking for is superfluous. Not that I'm against it, refactoring wouldn't be the same without it :-)
