For a tool with the power of ClearCase but without the admin burden, I'd recommend Perforce. We switched to Perforce from CVS for atomic changelist support which makes merge handling and QA work so much easier, it's not even funny. Admittedly, CVSNT has got mergepoints now which is an improvement but still not the same thing as atomic changelists. Subversion is a better implementation of CVS, but it still doesn't have any proper merge tracking.
