I don't know which version of VNC people are talking about, but
www.ultravnc.com has worked pretty well for me between my PC here and a
PC in the UK, both on 56K modems.  Seems to have some extra video hook
DLL thingy that claims to speed things up.  Also has file transfer etc.

Also, there seem to be quite a few people on the NZ .NET developers
email list (www.dot.net.nz) who are doing PDA-based stuff, you might get
some interesting feedback there, if you're not looking for a
specifically Delphi-based answer.

Terminal Services work well (Better than VNC) over a dial up, especially
when graphics are cashed locally.  It also handles the printing.
