We've seen that on a couple of XP machine here.

Basically double clicking a file to open it in Notepad takes a noticeable
amount of time (5-10 seconds). Notepad appears pretty quickly but it's not
displayed fully and it then sits there frozen for several seconds before
displaying the text file contents. By comparision double clicking a word
document is instantaneous (these are fast machines).

We don't have an explanation for this (I haven't googled it though). I can
only conclude that Notepad is an immense program with huge overhead
requirements and that the complexities of decoding a 3kb plain text file are
such that billions of operations are required. Go Microsoft!!! (jk).
