I've had this problem on my XP PC at my last job. It was like that for several months but I just put up with it. Double-click, right-click, Del, any operation on an icon or file would take about 45 seconds before anything would happen. Disconnecting the network cable would have been done a few times over that time but nothing fixed it. I had the idea it was perhaps looking for a domain or server that didn't exist anymore as there had been many changes in servers at one stage, but I didn't know where to look. Drive mappings were ok.
