Thanks for the explanation, Rick! If I understand correctly, the back-ported
fix for DERBY-3701 removes the hang, but it still ignores the property if the
directory doesn't exist, and the directory is not created. If that's the case,
there is no incompatibility and the release note could be removed, I think.
