Correct. However, after thinking through the various scenarios, I still think that conditionally applying 'last modified by' based on the outcome of conflict resolution actually means it's *less* likely that bylines each user sees will be in agreement with each other. That said, let's try the latest proposal out for Preview and see how it feels.
