I'm not sure what the difference is between collections and data. Do
you mean collections and items?
In the interest of brevity, what about:
+ Export collections and settings...
+ Reload collections and settings...
We should also keep in mind that most people will be using these menu
items when following pretty detailed migration instructions.

I think we need to be very explicit:
File>Export ALL collections and data to file...
File>Replace ALL collections and data from file ...
Since you can have a collection highlighted in the sidebar it is
unclear with all of the File>Import, Export, Dump, and Reload choices
whether the operation is collection specific or going to operate for
all data.
