Brian,
I did the following:
1) quit iCal
2) pulled the network cable from the wall
3) opened iCal
4) observed my Cosmo calendars, obtained previously via CalDAV
5) created a new event
6) plugged cable back in
7) went to web ui
8) observed new event
ergo
You _can_ use your CalDAV calendars offline and it does sync.
Is there something I am missing here?
FYI I updated to 10.5.1, if that makes a diff.

nope, you can't use CalDAV calendars if the server is not accessible.
i haven't been able to come up with an alternate suggestion for
terminology, but i hope somebody else can.
