What's the proposal exactly?
We could put a Documentation link underneath:
Download Chandler Server.
Admin Documentation
FWIW chandlerproject.org is mean to be an outward-facing page. Is
*part* of the problem that internally, nobody ever goes to 'Download'
the server?

There appears to be a general consensus on this. Who has the
ability to change http://chandlerproject.org, and who has final say
on the layout of that page?

I have the same problem getting to docs. +1 on a Documentation
link or similar.

I disagree. In my case (and, I posit, many users who are not new
to the project) "Get Started" does not suggest what I'm looking
for. I already started a long time ago, I'm looking for specific
end-user reference information. What I really want is a
"Documentation" link on http://chandlerproject.org
