The amount of resources needed to reimplement Documents support inside GNOME Documents for the 3 services that implemented it (Google, Windows Live and OwnCloud) would be higher than the amount of work needed to maintain that one toggle in GNOME Online Accounts and maintain GNOME Documents on top of that.
