If Reboot/Shutdown is turned on in GDM, then *all* users have the
ability to reboot and shutdown the machine.  Just logout and click
on the "Shutdown" or "Reboot" button on the login screen.  It does
not matter if it shows up in the Launch menu, all users have this
ability.  So I don't see the benefit it turning it off in the
panel *only* if the user has permission to reboot/shutdown the
machine.

Perhaps what you are asking for is a feature to turn on the
panel items *only* if the user has permission and not show the
options in GDM at all.  This seems more like an RFE for the panel
logic, not GDM.
