I'm currently copying up the 1.3.2RC1 artifacts to

Will be a few minutes until they are all there. Can people take a look and
satisfy themselves that it works as expected. I've fixed the license header
in sca.tld to be OSOA but ant has pointed out that there are others in
tuscany-sca-api that are ASL2. I'm happy to fix them but I only want to do
it once so can people comment on the active thread [1] either for or
otherwise.
