That *is* damn weird -- I can confirm that if I take a .flac and name it .flac.mp3 it plays in the Music app on my Flame (running 2.1). But I don't see any FLAC stuff in the Gecko source under dom/media where other formats are supported...
Is there some kind of crazy hardware FLAC decoder hiding in there that's getting triggered when we play the ".mp3" file?
